The General Teaching Council for Scotland The General Teaching Council for Scotland (GTCS) is the world’s first independent, self-regulating body for teaching. It was one of the first teaching councils in the world when it was set up in 1965, and it became independent of government by an act of the Scottish Parliament in 2012. It is a legal requirement to be registered with GTCS in order to teach in a Scottish school. GTCS can also remove teachers from the teaching register under its Fitness to Teach rules. GTCS is governed by a Council of 19 elected teachers, 11 nominees from stakeholder groups and seven appointed lay members. The Council sets GTCS policy which has included a number of recent measures to ensure more flexible registration; and ongoing projects to support teachers’ professional learning.
